Project Overview

The National Programme for Strengthening the Management and Institutional Capacities of Associations supports civil society associations in Morocco to play a stronger role in public affairs and sustainable local and regional development. It equips association members and staff with practical skills to improve how their organisations operate, deliver their activities, and contribute to local development.

AIDECA is the lead association responsible for overseeing and monitoring the programme’s implementation in the Béni Mellal-Khénifra region. For the 2026–2027 period, it works in partnership with Morocco’s Ministry in charge of Relations with Parliament and the Konrad Adenauer Foundation in Morocco.

The programme forms part of Nassij, the ministry’s strategy for relations with civil society. It supports stronger, better-organised associations and their participation in the design, implementation, monitoring, and evaluation of public policies.

Objectives and territorial reach

In Béni Mellal-Khénifra, the programme covers 23 associations and 92 association representatives. It aims to strengthen their management and institutional capacities and build a regional pool of civil society trainers and practitioners who can share their learning with other associations across the region’s provinces and communes, Morocco’s local government units. This approach encourages associations to share expertise, build networks, and work together on local development.

Component 1: training

Eight modules develop the skills of associations’ members and staff:

  1. The legal framework for associations;
  2. Administrative and financial management;
  3. Strategic planning;
  4. Association project design, monitoring, and evaluation;
  5. Partnership building and resource mobilisation;
  6. Civil society networking;
  7. Communication for civil society associations;
  8. Advocacy techniques.

Each association may nominate four participants, identifying the modules relevant to each person’s role and responsibilities within the organisation.

Component 2: training of trainers

The programme provides for the selection of up to 24 participants from those taking part in the eight modules, according to defined criteria. They receive further training in adult learning, training programme and session design, facilitation, and communication.

The aim is to prepare local trainers who can deliver training and provide practical support to associations across the region’s provinces.

Component 3: ongoing support to associations

This component provides for technical and financial support, together with ongoing guidance. It helps participating associations apply the training in their day-to-day management and projects, then pass on the knowledge and skills to members of other associations across the region’s provinces and communes.

Programme reference

The ministry’s call for expressions of interest sets out the programme’s objectives, components, and implementation arrangements. It initially envisaged 30 associations and 120 participants. The regional scope presented on this page covers 23 associations and 92 association representatives.
