Project Overview

Although agriculture is the backbone of Morocco's Beni Mellal-Khénifra region, there are enormous opportunities for more tourism, both domestic and international, and large-scale phosphate mining. And a willing workforce is available for these industries. These factors provide the region with a solid foundation for accelerated and inclusive growth. The Morocco Inclusive Socioeconomic Development in Beni Mellal-Khénifra (ISED-BMK) project will assist the region in achieving its national and local development priorities for accelerated and equitable economic growth, built on the greater inclusion and active participation of women, young people, people with disabilities and people living in rural areas. Expected outcomes include sustainable job creation generated by a more productive and dynamic private sector working with a more transparent and effective public sector and a more engaged and participatory citizenry. To achieve this, stakeholders must address sociocultural and economic constraints holistically. The ISED-BMK Theory of Change posits that if inclusive socioeconomic development effectively facilitates more participatory decision-making processes, strengthens links among stakeholders and amplifies marginalized voices, then citizen-led solutions to local development challenges will evolve and more inclusive economic development will occur. This theory drives the project's collaborative approach to address co-identified socioeconomic challenges so that by 2025 the region will have achieved faster, more inclusive and sustainable growth that benefits marginalized citizens. These groups will begin to close the gap with the general population in terms of income, skills, access to information, employment opportunities, levels of participation in governance and share of resources accessible to them.

Workshop on Presentation of Organizational Diagnosis Results

In order to enahnce AIDECA's organisational performance, ISED-BMK project, for the first time in the Beni Mellal-Khenifra region, utilized two tools endorsed by the USAID: the Organizational Capacity Assessment (OCA) and Organizational Performance Index (OPI).

In 2023, AIDECA organised a workshop to present the outputs of the organizational assessments, in front of USAID Morocco and local stakholders, identifying strengths to build upon and areas for improvement. Moreover, key components of the AIDECA's capacity strengthening program for the next three years, 2024-2027, were presented, emphasizing strategic objectives to enhance the association's capabilities and improve its performance.

74 Youth empowered to map youth needs and aspirations in their communities to inform decision making on youth policies and sustainable tourism with skills developed in civic engagement and entrepreneurial skills.

22 CSOs with enhanced knowledge and skills to launch advocacy initiatives on inclusion of youth, women and persons with disabilities.

140 local CSOs mobilized in advocacy initiatives to tap on participatory democracy mechanisms.

Piloted Community youth mapping and Good governance barometers in Morocco for the first time.

100 CSOs trained and empowered on participatory mechanisms, access to information, and advocacy to advance local development.

Over 50 Youth skills developed in civic engagement and entrepreneurial skills.

A dedicated support and mentorship mechanism established for the local CSOs to enable their role in affecting local policies for an inclusive development.

Co-organized in 2023 the first regional forum on participatory democracy in Béni Mellal-Khénifra, a space for exchange and collaboration between advisory bodies and civil society at both regional and national levels, to identify challenges, share best practices, and outline recommendations to enhance CSOs role in affecting change.

Future Association for Persons with Disabilities

Thanks to the project, the Future Association for Persons with Disabilities in Kharibka has succeeded in turning the principles of community advocacy into a tangible reality that supports the rights of persons with disabilities. Mr. Farid Loustik, the president of the association, confirmed that the constitution and laws grant every individual the right to advocate and participate in community life, which led the association to launch advocacy projects. In order to integrate the issue of accessibility into the design process of territorial public spaces, in close coordination with local territorial authorities, accessibility has been generalized and an inclusive approach has been ensured in the projects organized by the municipality.
